DETAILS OF CASE REGISTERED IN DEPARTMENT OF ADMINISTRATIVE REFORMS AND PUBLIC GRIEVANCES
Respected Sir,
With most respect and deep request, please intimate present
status/position of upgradation of LDC's/UDC's grade pay of Rs 2800/- and Rs
4200/- respectively wef 01-01-2006 due to the following:-
(a) 6th Pay
Commission, pre-revised pay scales 2550-3200, 2610-3540, 2610-4000,
2650-4000 2750-4400 in respect of
erstwhile Group ‘D’ employees have been merged and grade pay has been fixed at
40% of the maximum of the pre-revised pay scale (i.e., Rs. 4400 x 40% = Rs.
1760/- rounded off to Rs 1800/). Likewise, Pay scales of 5000-8000,
5500-9000 6500-10500/- in respect of JEs
/ Office Supd / D’Man / MCM etc., have been merged and grade pay has been fixed
at 40% of the maximum of the pre-revised pay scale (i.e., Rs. 10500/- x 40% =
Rs. 4200/-). But Pay scale of 3050-4590, 4000-6000/- 4500-7000/- in respect of LDC / UDC other
equivalent post / category have not been merged and upgraded due to this Gde
Pay has not been increased.
(b) LDC has
undergone significant changes after introduction of modernization in Government
offices. Now, computers have taken over the place of Manual/Electronic
Typewriters.
(c) An LDC whose EQ
for appt is 10+2 with knowledge of Computer is getting Gde Pay of Rs 1900/-
whereas a erstwhile Group 'D' staff
whose EQ for appt is 10th Std is getting Grade pay of Rs 1800/- and Driver
whose EQ is 10th is getting equal to LDC. There is grate disparity to clerical
staff
(d) Department of
Post have upgraded LDC posts to the pre-revised scale of 4000-6000/4500-7000 in
the nomenclatures to suit the concerned Department through restructuring etc.
(e) The offices of
the Department, especially in MES there is a posting/transfer of Civilian
Employees on completion of 3 years in additon to above there is posting
/transfers in hard tenure stations. For efficient/smooth functioning of office,
the LDC/UDC grade pay must be increased
