Re-designate the posts of LDC/UDC and Assistant in Central Secretariat
When answering in Rajya Sabha to the unstarred question about change of designation of the Assistant and Section Officers of CSS, the Minister of State in the Ministry of Personnel, Public Grievances and Pensions Shri.V.Narayanasamy said that there was no such agreement between Government and CSS/CSCS associations. In the 57th Ordinary Meeting of the Departmental Council (JCM) of DoP&T, held on 8.5.2010, a demand was raised by the staff side to re-designate the posts of LDC/UDC and Assistant in Central Secretariat. The Official side had expressed its “No Objection” to the proposal. The staff side was asked to come up with their suggestions in this regard. These posts have not been re-designated. The Department Related Parliamentary Standing Committee on Home Affairs in its Sixtieth Report and Eighty-third Report had recommended conferment of Group ‘A’ status to the Section Officer of CSS and re-designate the post as ‘Assistant Secretary to the Government of I
Comments
(1) Right from the 3rd CPC or even prior, pay of clerical staff has NEVER been this much on lower side while compared to other similarly situated employees. For e.g, between the erstwhile Gp 'D' employees and a UDC the range of difference was as wider as Rs1200/-pm (ie.2610-4000 & 4000-6000)as per 5th CPC. Whereas, there is only a difference of an amount of Rs.600/- between their Gde Pay Rs1800 & Rs.2400/- in the same PB-1.)
WHEREAS, the Qualificational Requirements for a UDC were of quite greater norms compared to other Gp 'D' employees.
(2) In every pay commission, it is observed that range of diff between Gp A/B officers and lower groups gets wider and wider. Then, why that methodology is not adopted in the cases of Clks.
(3) Moreover, Qualificational Reqmt for appt to the post of LDC has again been revised upward from matric to 12. But, no upward revision in the pay or perks. Is this not an injustice ?
(4) The only relief we enjoyed was the provisions of ACPS under RPR-97. Following intro of MACPS, that advantageous provision has also been made inapplicable. Virtually,the benefit guaranteed under ACPS has been withdrawn on impl of MACPS.Really unfortunate.
In response to the agenda points put forth by JCM during the Anomaly Comittee Meeting on MACPS, the official side has contested in an absurd manner, when NO ONE was there to defend it meaningfully.
